Oklahoma Form 990-aligned charity renewal guide

Oklahoma charity registration renewal

Oklahoma requires a covered charitable organization to register annually with the Secretary of State. The current statute ties renewal to the date the organization files Form 990 or the date, including extensions, when it is required to file—whichever occurs first. The fee is generally $15 when prior-period contributions did not exceed $10,000 and $65 otherwise.

Scope note: This page covers the state charitable registration renewal described here. Initial registration, exemptions, professional fundraiser filings, nonprofit corporation reports, federal returns, recovery, and other states are separate. Verify live forms and the organization’s record. This is informational and not legal or tax advice.

Replace the anniversary assumption with the Form 990 rule

Oklahoma’s current Attorney General guidance and Title 18 section 552.3 require annual registration by the date the charitable organization files its Form 990 or by the date, including extensions, that the return is required—whichever occurs first. The existing local requirements summary previously described an anniversary deadline; today’s official-source check corrected that stale statement.

The statutory definition includes Form 990, 990-N, 990-PF, and similar exempt-organization returns. Record the organization’s federal form, fiscal year, original IRS due date, approved extension, actual e-file acceptance date, and the earlier Oklahoma renewal date. A registration issued later in the year does not create a safer anniversary deadline.

Reconfirm the Oklahoma registration and exemption position

Before renewing, map Oklahoma solicitations, donation pages, events, emails, social posts, professional fundraiser activity, and organization operations. The Solicitation of Charitable Contributions Act has specific exemptions for religious organizations, certain educational activity, limited member-only solicitations, and a narrow named-individual account. Federal 501(c)(3) recognition alone is not an Oklahoma exemption.

Check the existing Secretary of State charitable record and the separate corporation or foreign-entity record. Some organizations file both. Review changes in legal name, solicitation names, addresses, leadership, fundraising vendors, federal status, and intended use of contributions. Event-driven Attorney General notices for major asset transactions or loss of tax exemption are separate from annual renewal.

Calculate the $15 or $65 statutory fee

Section 552.3 sets a $65 registration fee for a covered charitable organization. A charity whose contributions during the previous registration period did not exceed $10,000 pays $15. For a first registration, the lower fee uses the anticipated contribution test; for annual renewal, use the completed prior registration period rather than a new forecast.

Document the contribution figure, period, and fee conclusion before filing. Do not substitute total revenue without checking the statutory contribution concept, and do not assume a fee waiver from federal tax status. Confirm the amount shown by the current Secretary of State transaction because forms and payment mechanics can change.

Update the annual registration from one reconciled source file

The Oklahoma registration record covers the organization’s legal and solicitation names, addresses, officers, directors or trustees, salaried executive employees, professional fundraisers or solicitors with custody or distribution responsibility, fundraising counsel, intended uses of contributions, solicitation periods, and federal or nonprofit status support. Reconcile changes to the prior filing and current governance records.

Use the Secretary of State online wizard or current mail instructions. Keep the final Form 990 acceptance, extension, organization roster, vendor contracts, filing copy, payment, and delivery or portal confirmation together. An IRS e-file does not transmit the Oklahoma annual registration, even though its timing helps set the state due date.

Verify the renewed record before relying on it

After submission, monitor the Secretary of State transaction for a returned or incomplete filing and confirm the public charitable organization result. Registration is not an Oklahoma endorsement. Preserve the renewed state record, dates, fee, amendments, and any Attorney General or Secretary of State correspondence for the next cycle.

If the renewal date has passed, identify the exact record state and obtain the current cure path before solicitation continues; do not backdate the filing or create a duplicate organization. CharityClarity can provide a quick public status signal where available, while the Secretary of State record and record-specific direction remain controlling.
